If it's been gotten into (remember customers lie because they don't want anyone to know just how stupid they are) check the antenna connections. Look for LSI indicators.

They definitely weren't in. All the adhesive was on it. What're LSI?

Pull the SIM while it's on and see where it gets you. What network is it and/or the SIM. Try this: http://osxdaily.com/2012/08/20/field-tes...
And also try to enable roaming. If there's a tower you know of somewhere, you should see if you get a signal right next to it.

Have you checked to see if the phone recognizes the IMEI. Punch in *#06#. If it doesn't show anything, you could have a Baseband issue. Not sure about the 7 but it's pretty prevalent on the iPhone 6.
