It's 2017 and I just got this error and I don't know what to do and I can't even factory reset it

Try this
Go to Xbox One System Update Solution.
Select I am getting an error message or an error code.
Select I am getting an error code.
Scroll down the screen and select E200 XXXXXXXX XXXXXXXX.
What do you mean you can't factory reset it?

Maybe he is unable to get to the deskt... main menu and therefore can't reset it?
