Internet still not working after troubleshooting.

Internet works on Wifi not with sim. Makes phone calls no access to internet. Called AT&T to get VPN. Entered all the information still no access.

Now I did have a ZTE Compel 4G LTE and used that sim in the BLU Advance 5.5 which is only 4G. Could this be the problem?
