What's the deal with residual power in electronic devices?

Just curious as to why the solution for many of these Samsung Tablets that, out of the blue, do not want to turn on, involves just removing the back cover and unplugging the battery and sometimes coupled with holding the power button down for 20 seconds or so, can magically bring life back to the device. Just trying to attain a better understanding of the nature of such issue.

@lpfaff1's answer is correct. When you remove the battery, all processes stop and the memory (RAM) is cleared. When you remove the battery, allow 15 seconds so the capacitors may empty.

@alwayslearning, Steve B, Removing residual power in electronic devices, the system is completely removed of power, so there is a hardware reset, no components are able to run and so no power memory remains in components to cause them to continue working incorrectly.
