Have you tried starting it with the charger connected?
If so and it doesn't work try the following:
Disconnect the charger from the laptop. (if connected)
Remove the battery from the laptop.
Press and hold the laptop's Power button for 30 seconds, then release.
Reconnect and switch on the charger. Leave the battery out at this stage.
Start the laptop.
If it starts, allow it to boot all the way to the Windows desktop. When there allow the HDD activity to settle, then shutdown the laptop in the normal manner.
When completely shutdown, switch off the charger and re-insert the battery.
Switch on the charger and start the laptop.
If it starts, allow it to boot all the way to the Windows desktop. When there allow the HDD activity to settle, then check the charging status of the battery. If it is still charging, allow it to fully charge before switching off the charger and disconnecting it from the laptop.
If the above doesn't work, are you getting any light indications on the laptop when you connect and switch on the charger?

The battery of the op top might be dead you might have to replace it. Or the charging wire is broken. Try to also clean out the charging port of the lap top it may have some thing stuck inside it.
