Some hit on your phone recently ? Sounds like a fault of the wifi & BT IC, or on the joints soldering it to the logic board. Quite a common issue on 5Cs as Russ pointed out, but it's most probably a hardware failure.
With a little luck and skills it might get fixed by a reflow of the chip.

Easier said than done, as usual. Best advice I can give is to find a phone repair shop where the basic tools should be ready available and they can give a try the proper way. Some reported having had some success with home tools such as a oven or a heat gun, but the risk of trashing the entire board is pretty high. Since you don't have much to loose, you might want to give it a try anyway. If you are brave enough you can google a bit to find the way that suits best the tools you got at home.

Thanks all you guys for your help, by doing what you have said I have come to the conclusion that the wifi board is faulty, my phone will connect to wifi but cannot connect to outside e.g google, thank you again Gordon

Upgrade to IOS 10.3.1 solved the problem on my IPhone5 and my daughter's Iphone6.

If you upgraded tp IOS 10.2.1, that is probably the source of your Bluetooth problem. That is a widespread problem which Apple has not yet addressed. Good luck.
