How do you determine if an airport card is enabled?

The Airport card isn't always on. You can turn it off, for instance, using the Airport menu.
yes, but you have to turn it off first, be default it is on, and the card itself cannot (easily) be disabled.
Make sure you are in range and that the network is functioning, try connecting with another device if you can.

System Preferences->Network->Configure Network, be sure that airport card is enabled (listed).

Are you sure you have an Airport card? It was optional in early minis. Pull down the Apple menu to About This Mac, then click on More Info to launch the System Profiler. Under the Network section, see if you have any information about an Airport card indicating that one is indeed installed and recognized.
