Why won't my phone turn on? Is the USB not charging it?

My phone cannot turn on..Then i remove the back cover and put to charge,the usb flex cable on left board getting hot..is it the usb flex cable broken?if i change the usb flex cable can solve the problem?sorry for my poor english..A.S.A.P..thank you..
