Each time device restarts, it stock at android logo till I reset

Each time the tablet goes off, it won come on fully unless i reset the tablet or flash it..

I change battery and have flashed it with several ROMS yet same problem. Immediately the battery gets low and goes of or if u even restart the tablet, it gets stuck at the android logo till i reset or flash it..

please i need assistance how to fix that issue

its a jellybean OS.
