Why won't it vibrate at all?

My ZTE Lever from straight talk has not vibrated at all since I bought it and I've made sure all the vibrate settings are on what do I do to fix this? I have factory reset my phone many times, and my bf has the same exact phone his vibrates just fine.. please help.
