How to restore iPhone 4s without U18_RF

Hello so my iphone 4s logi board is damaged the U18_RF is missing so i want to restore the iphone no matter if the sim does not work i just need to use the phone witout sim so i need to restore the iphone witout the U18_RF can someone help
