iPhone 6 Plus -will not power on after water damage. Steps tried. Drying display connectors both from display and at logic board. connected to power via USB lightning charger and it will not power on. Is there a way to pull data of of this device with out using itunes and for free?

No, you will need to find a way to power up the device and connect it to iTunes or iCloud. It is not possible to decrypt the files without the key derived from the CPU UID and your passcode, so extracting the files from a dead board is not possible whatsoever.
And I predict there will be spammers promoting "data recovery" tools that are useless.

As Sunday mentioned in the comments below, your best bet is to send it to someone who does board level repair.
I would stop trying to connect it to power, as that will only make things worse.
There is definitely no free way of going about it. It's going to cost you money, so unless the data is worth a lot to you its probably not worth bothering.
If the data is valuable to you, you can find someone at http://boardrepair.info (including iPadRehab as Sunday mentioned) to mail the device to for data recovery.
