Verizon activation screen bypass.

I recently did a factory reset on my wifes unactivated Samsung Galaxy but was unaware that without an active Verizon account the phone would be rendered useless. I know about *#TESTMODE but that's only a temporary fix and has to be done every time the device restarts. Can anyone PLEASE HELP me with a permanent solution for this!!!!
