Kim, all your files are saved on an IC memory chip which is part of your logic board. It cannot be separated and simply changed. For as long as you cannot access your phone due to water damage, you cannot get your files back.

You can try take it to the repair shop. But it 's hard to take out the pictures by yourself even the qualified maintenance personnel.
