iPhone 5C Neither camera Works at all

I have tried doing almost every thing.... Restarting and accessing from lock screen, Using other apps, Setting restrictions, hard resetting, DFU to restore iphone, Reset all settings. All in different orders multiple times. Knowing someone else had done a repair to the device i decided to open and check for damage. this is when i realized the little black chip to the right of the front facing camera connector was missing a chunk of it.... Would that cause the issues? If so can it be replaced? If so what is the actual name of this part (I know it isnt, But Ie U2 IC) And does anyone know of where i could find a guide to replacing it?
