Does anyone know how a person could test the top case (mainly, the power button), to determine if it's actually working?
Or how to force a Macbook to turn on without the power button? (to see if the laptop is actually working).

The most obvious way is to test with a second known-good topcase, but I'm assuming you don't have one of those around.
I imagine if you knew what you were doing electrically (which I definitely don't), you could trigger the pins in the plug on the motherboard in the same way that pushing the power button does (like jumpstarting a car, basically). This is possible with iBooks, but the motherboard plug on MacBooks is more complex than the two simple iBook pins, so I would proceed with much caution as far as trying that, since doing it wrong would probably fry the board.
Maybe if you took it to an Apple store while it's apart, they'd have another topcase in the back that they could use to test it? Most Apple stores do repair onsite, so it's possible they would have one.

You can place a small bladed screwdriver in the keyboard cable connecter on the main board and wiggle it around. The MacBook will then start up.

i know this is old, but:
that second comment (wiggle it around) that stupid and while yes it will work it could also casue further damage. all mac's have a little 'jumper starter' point on their logic board - like the ibooks method. the great thing about the macbooks logic board is the two tiny pins you need to connect (with a small flathead) has a tiny ON/OFF sign, like the actual power button. it's usually near the fan on most boards. get your glasses out , or even magnifying glass and you'll find it. also image search 'macbook jumpstart'
