Drivers are allays the responsibility of the device Manufacturer. They can choose not to write for "new" OS's at any time (obsolescence-forward compatibility).
Apple included many OS X drivers available from manufacturers however, up until recently when they stopped including built in optical drives completely, optical drive extensions (aka drivers) were for those OEM drives Apple used in builds.
It made sense for Apple to include a multitude of printer/image drivers as those peripherals are something a user is expected to obtain from a 3rd party... with the exception of MBA's, optical drives were never part of that expectation.
Further this is a software not a hardware issue.
