Why can't I charge my phone?
I can't charge the battery even if the phone said it is charging, the battery just wouldn't charge up!

The battery must be damaged or just simply juiced out. You might want to replace the battery for a new one. You also might want to take a look at your charger cable to make sure nothing is wrong with that.

next step is to check its power socket and power ic of course a pro person should do that.
