Surface switches on but won't go past the word surface

When I switch my surface pro 2 on either with or without the charger connected, it will not start up and go past the word surface on the screen, it doesn't even bring the little loading circle up on the screen. I've tried the volume and power button thing with no joy. I've taken it to 3 different I.t shops and nobody can help me.
