power comes on for a few seconds then goes off

The power comes on for 20-30seconds and then goes off, one time it stayed on long enough that the computer finished booting all the way. Is this a bad power supply?

Sounds like it. Use the LED diagnostic lights for a more precise indication that it is the PSU and not the HD or some other issue.
