My car will not start

My 1999 Pontiac will not start becasuse of, I think the pass lock system, with my car the security light is not on or flashing. In every otherway the symptoms are the same as others who have the pass lock trouble.

I just replaced a head light yesterday. Never had this problem before replacing the head light.
