Blinking red light no power

Hi guys have a Wii U with a blinking red light, isn't the AC adaptor as I have a known working one. Has anyone figured what causes this fault? I have read about dust in the fan But it has been blown out and is clear from any dust. And of course google just throws "call nintendo" ion all the results!

Quick Update, After Stripping the console down to the Mainboard, Wifi and BT card the system magically turnt on but did not display anyhting. But after shutting down and trying to power on again it would just go back to a Blinking Red Light. I have known Laptop GPUs to start working intermittently after a power down. I am going to try a reflow on the CPU/GPU and will update after.
