I replaced the battery in my 4s and then went to charge it it told me to connect to iTunes and when I did told me to do a restore and update whent through the process and then it has a error code of 21 and can't do the restore any suggestions?

Error 21 is a battery fault had it many many times before.
The battery you got is defective
