I followed the steps to remove the upper case of the laptop and I cleaned the keyboard with electronics cleaner. I reassembled the laptop and now the keyboard and track pad do not work at all. What's worse is the fan runs at full speed and the kernel process uses 360+% of the CPU. Please help!

Electronics cleaners are intended to clean old style radio tuners (analog). They have silicone oils in them that make a mess of digital contact switches and logic boards!
Double check the ingredient listing or spray a small amount on a clean clear glass plate and let it dry is there anything left? if you wipe it with a clean cotton swab (Q-Tip) did it smear? If it did you now have a oily mess inside your keyboard & trackpad. - Sorry ;-{
It's time to buy a new upper case assembly & trackpad to replace yours (its not worth the effort to try to clean)
If the cleaner did not leave any residue then your issue is the ribbon connectors are not correctly seated and/or the latches are not set correctly.

I think the electronic cleaner doesn't leave a residue. The reason the keyboard didn't work was because I forgot to plug the trackpad back in good call there. The keyboard is now back to typing two characters at a time eg z1 x2 or when I press c I get c3 and etc. do you think a new top case will do it or do I need to get a logic board too? I hope it doesn't need both.
Do check your cleaner to be sure. Silicone oils are very difficult to clean fully.
The uppercase houses the keyboard assembly which is a bear to take out (apron 45 screws and/or rivets) and even cleaning it may not fix things. I would just replace it. In the long haul its quicker.
As to the CPU running hard: I would look at Activity Monitor to see what process was consuming the CPU's time as that will give you a clue on were to look. It's possible you have a SATA cable failure and/or your HD is going. I would try booting up on an external HD or flash drive to run some level of diagnostics on the HD and after making sure I have a good backup doing any needed repairs to the drive.
At to the logic board: Did you spill something inside? is that what started you down this path? If you did I would spend some time doing a good inspection and using distilled water on cotton swabs (Q-Tips) wipe down any areas that look bad. Then I would go over the spots a second time with a high grade Isopropyl alcohol (85% or better) to act as a dryer for the water using a fresh cotton swab.
