Still having problems with Water and Ice dispensing

After replacing the filter on a GE Profile PFSS9PKY French Door water would not dispense. I posted before and did not find a solution. I defrosted the the fridge and freezer for 2 days and put the new filter on with the same results. At this point the old filter would work for a little while. I am wondering if I am not getting a good seal on the filters. The orings look ok and the housing looks ok. To complicate things I just check the temps in the freezer and fridge and found that the fridge temp is good however the freezer temp is -13.5 F (Gin freezes) while the control is set at 8F. Any thoughts?
