iPhone 4s won't power down
When I turn off my iphone 4s it goes off but comes right back on. If I plug it into the charger it will go off and stay off. It also seems like I lose battery in standby.

iPhone charging port is shorting. Clean charging port very well with small amount of Isopropyl Alcohol. If still problem, consider replacing the iPhone charging port with attached flex cable and lower mic.

I just went through this with my 4s (yes, it's an old posting, but still applicable and exact symptoms). Did the cleaning...multiple times. Reset and restored from backup. When all that failed, got a new charging port from iFixit and that solved the problem. I suspect a metal ring in the console of a rental car got into the 30 pin port.
