As you seem to know, iPads memory is flash memory. Removing it would be like trying to remove black parts on a RAM bar. This would be destructive for your device.

Review the iPad mini teardown as you can see the flash storage is soldered down look at Step 21.
Between getting the correct flash chip, the needed skills to do this, and the amount of work it would require it really doesn't make sense given the price of buying a new unit.

possible but very destructive. It is very difficult to reassemble any ipads back to factory quality

No not possible as stated by everyone this would not be possible or cheaper than just buying a new unit.
That wasn't his question. Yes it would need some sort of firmware to allow it to obtain some sort of iOS install. There is a video on youtube who upgraded and iPhone storage (arguably harder than the iPad repair) by soldering a new flash storage chip on. If you have nothing to lose and feel like giving it a shot then i say go for it. But the better method would be to just change the motherboard entirely
No, not at all, you would have to get your hands on some iOS. Which you can’t, at least me and you cannot.
