I changed the digitizer on my ipad 3 - everything fine no ripped / snipped cables, both lcd and digitizer plugs work and back in but won't turn on. Makes noises as usual, computer recognizes it and charges fine. What could be the problem - tried holding down home and on button makes noise but nothing happens??

It sounds like you have a faulty screen OR you have severed / disconnected the video line.
Since you have sounds and it charges fine, I would assume that the LCD is the issue. So you replaced the digitizer and the glass? Also it is very easy to overlook some of the flex cables that are nestled around every crevice.
This guide references the areas you need to check. Unfortunately it sounds like you are going to have to open the iPad up again and see if that cable is secured correctly. Also check to ensure that you have no ripped / cut / tore any of the flex cables / connections.
May I ask what made you replace the digitizer? The issue may have been your LCD all along =(.

SImilar to the iPad 2 backlight not coming on when returning the LCD cable to it's slot, you must turn off or reset the iPad 3 if you plug in the LCD when it is powered on. If you can guess where to slide to power off, otherwise hold the home and lock button for 10 secs to do a hard reset. When your iPad turns back on you should be able to see the screen.

The screen will work but it will be extremely dim. Sometimes you can use a flashlight and be able to make out the very dim screen to help you reset it as mentioned above
