The lights blink, but my dell d620 won't start!

I just reinstalled windows xp on my Dell D620 laptop.

I was installing drivers and i install a software named bios after that my laoptop turned off. When I turn it on lights blinks and it turned off again. nothing happen does not even show the screen. What should I do now?

where did you get the BIOS software from and how did you install it?
