No Power: Power Supply or Logic Board?

I've read through a bunch of posts here and elsewhere about these iMacs not turning on. The gen before, G5s, had diagnostic lights on the logic board and it seems the late 2006 did as well. But, did the early 2006? I don't see any on the board and certainly none are lighting up when I plug it in. Problem is I need to diagnose whether the culprit is the power supply or logic board.

I've seen recommendations to test the PS, but usually they are tied to the aluminum iMac or generally state "jump pins 17 and 18", but don't list things like where to start the count (doh).

I disconnected the power button from the logic board and jumped the two pins there while plugged in and nothing happened, not even a slight fan spin. This looks like a capacitor issue, but they all look fine on the PS.

So, are there diagnostic lights on the early 2006 iMac? And, how do I test whether the PS is the problem?
