Can an Underwatted Charger Not Charge a Battery?

I am currently facing a battery issue the magsafe I have is a 45w from a macbook air I know the macbook is to the tune of 65w i believe. A tech friend informed me it was possibly the dc-in board or it is the possibility that the underwatted charger is remaining solid green (after a replaced battery) due to the underwattage of the charger. Before I go and get a DC-In Board any suggestions as to how to proceed prior getting the board?

You really do need to use the correct charger for your system, I would start there.

What happens here is the lack of power from the charger (45w) will sap your battery when running to make up the difference. It is also not healthy for the battery to run this way.

A 45w unit will slowly charge your battery when the system is fully off, but, it will take about 3/4 more time than the 64w unit would. So, if your battery took 8hrs to charge with a 65w unit it will take about 14hrs with a 45w unit.
