What wattage charger are you using? The 15-inch 2017 MBP needs an 87W (or greater) charger connected in order to power on properly when the battery is fully drained. I'd also recommend trying an [link|https://support.apple.com/en-us/HT201295|SMC reset|new_window=true] if you haven't already. If neither of those things help, try disconnecting and reconnecting the battery, and if that doesn't help, there's likely some larger hardware issue. Good luck!
