There are a few things you could try

# resetting the Xbox to factory defaults
# downloading the update on a USB and installing offline https://support.xbox.com/en-GB/help/hardware-network/console/system-update-solution/offline-system-update
# Replace the hard drive

If I were you, I would try in that order and hopefully 1 should get you to the bottom of it
