I don’t know this particular laptop but Dell laptops of this era are generally petty repairable. You just have to remove the screen bezel (the iFixit  jimmy is good for this), possibly after removing 2 or 4 screws, likely hidden under rubber screw caps. The webcam will then be visible, and retained by 1 or 2 more screws. Unplug the old one and plug in the new, reassemble and you’re done!
