Was the machine working before you replaced the parts? What caused you to replace the previous topcase, and can you use it for testing to see if the new one is bad? You dont know if the new one is good unless youve seen it working with your own eyes. If the machine was working before you replaced parts, it's probably something you did that caused the problem (loose cable, etc.) and it's not likely a bad dc-in.
 
For the time being don't worry about the battery -- you have bigger problems, and connecting the battery will only cloud the issues. Disconnect the battery, optical, and hard drive. Verify all remaining connections. Until you have a computer that powers on, none of these parts matter. Verify all remaining connections. Try with one RAM slot empty, them with the other empty. Make sure to keep the computer open during testing to save time.
