Cannot connect to universal remote

We purchased a new Firetv and it was missing the remote. No replacements anytime soon. So we decided to purchase a universal. It's stuck on searching for remote and we can't seem to get past it. We purchased the harmony remote and it raises and lowers the volume but can't get past the searching remote page.
