It’s not a good idea to drain a Li-ion battery before long term storage. It’s best to leave it at~50% charge. If you have access to a [https://www.amazon.com/s/ref=nb_sb_noss?url=search-alias%3Daps&field-keywords=USB+Ammeter|USB Ammeter], you could use that to determine if the phone is really drawing current when it says it's charging. My concern here is that the battery is damaged. It may be recovered by force charging it with a DCPS but from a DIY perspective, it’s probably best to simply [guide|47287|replace] it.
