Try the following:
Ensure the laptop is turned off.
Switch off and disconnect the charger from the laptop.
Remove the battery from the laptop. (Here’s a [https://www.parts-people.com/blog/2017/03/06/dell-inspiron-14-3451-p60g002-battery-removal-and-installation/|link] that shows how to do this).
Press and hold the laptop’s Power button for 30 seconds and then release.
Connect the charger to the laptop and switch it on, then turn on the laptop. (Leave the battery out at this stage).
If the laptop starts OK, allow it to boot all the way to the Windows desktop, let the HDD activity settle down a bit, then shutdown the laptop in the ''normal'' way.
When the laptop has completely turned off, switch off and disconnect the charger.
Reinsert the battery.
Connect the charger and switch it on, then turn on the laptop.
If the laptop starts OK, allow it to boot all the way to the Windows desktop, let the HDD activity settle down a bit, then check the battery charge status.
If it is charging, allow it to fully charge before switching off the charger and disconnecting it from the laptop.
