iPad air 3, won't charge, stuck at 67%,

I have a iPad 3rd gen I've been working on. It has a weird issue, it stays at 67% when plugged in, and when un-plugged, goes to 71%? I assuming its a power management chip. But, not 100%. I have replaced battery, and the port, just to rule those out.

Anyone have any insight on this?
