How do I fix a pixellated screen on my phone?

My HTC EVO 4G LTE Touch screen has black lines running through the screen at odd places, and they go away after I turn the screen off but when its on, they are always there. I have been told that they are dead pixels, I was wondering how to fix this? Does the screen need to be replaced?
